Evaluating the Adult Education provision: the CREATE2Evaluate Platform as an open online resource for local policy makers

CREATE2Evaluate is an international project co-funded by the Erasmus+ Programme which aims to enhance performance and efficiency in Adult Education (AE) by addressing the gap between EU/national strategies and local/regional implementation as well as the challenge of formulating appropriate AE policy. The goal is to enable policy makers to better coordinate and plan policy, share experiences and enhance inter-regional and cross-border cooperation.

The project is the official follow-up of a previous project (Competitive Regions and Employability of Adults through Education), which ran from 2017 to 2019; the CREATE2 partnership wants to capitalise on the success of ‘CREATE’ by nurturing its heritage with significant and consistent updates that will further stimulate the debate around the role of evaluation in strategies and the policy cycle in the domain of AE to improve the image of evaluation – not as a means to find blame and point fingers, but as a way to improve the processes and outcomes to the benefit of all involved.

Out of the four Intellectual Outputs foreseen during the proposal, the first one has already been completed; the Consortium is glad to present the official CREATE2 Online Educational Resource Platform: the virtual showcase of the project and the online repository of all major results and deliverables achieved by the Strategic Partnership.

The Platform is in multilanguage version (English, German, Italian, Polish, Romanian, Spanish) and it is completely free for consultation, with no log-in credentials required.

The Platform represents the major visibility means of the project for its mainstreaming and dissemination. Each section of the platform is a stand-alone resource to get a comprehensive sense on project’s results and inputs.

Particularly relevant is the CREATE Package in which partners collected all major resources coming as a legacy from the previous ‘CREATE’ project. This section will be updated as soon as new relevant sources are finalised.

To remain updated with the project’s development, please consider subscribing to the CREATE2 Associates; an online “Community of Practice” for stakeholders operating in the domain of Adult Education and Life Long Learning. So far, nearly 50 organisations decided to take part in our initiative: the CREATE2 Community gathers together local/regional public bodies and promotes greater opportunities for networking and international exchange of good practices.

In the Project, IDP brings its consolidated experience and expertise as a private provider of VET and adult education services. IDP has 25 years of experience in international and cross-border collaboration in the field of promotion of entrepreneurship and employability. IDP will greatly contribute to the technical and operational activities of the Project carrying out analysis and stock-taking activities of the Italian VET ecosystem pertaining to the project; contributing to structuring modules, developing methodologies for effective teaching and learning, materials and content.

The LEAP Platform is finally online: a digital repository for the strategic planning of local adult education policies

The LEAP project responds to the need to increase adult participation in formal, non-formal and informal learning set out at local, national and EU level. Given the evidence of a disconnect between the macro level of policy (EU dimension) and the micro level (local/regional dimension), LEAP directly targets local decision-makers and the technical staff of local authorities to ensure they are aware of the importance of AE and that they are prepared to draft impactful local AE policies. To increase policy effectiveness, however, the project encourages cooperation with the wider AE ecosystem and thus also targets the full range of stakeholders involved in AE, such as education providers, learning centres, cultural centres, and the civil society.

So far, LEAP’s strategic partnership has already achieved a major Intellectual Output out of the four formally foreseen and designed during the proposal: the LEAP Open Educational Resource (OER) Platform will guide the EU local policy operators in the domain of Adult Education (AE) and Life Long Learning (LLL) to discover the project, the partnership, the results achieved by the Consortium and the EU and international opportunities to enhance and strengthen local adult education policies.

The users can access LEAP’s OER Platform and its multilanguage results completely for free, no sort of log-in credentials are required, and can remain constantly updated with the project’s achievements by subscribing to the digital Community of Practice published by the Consortium on EPALE.

Each section of the platform is a comprehensive showcase on all tasks concluded by the partnership in a specific time frame and related to essential project’s milestones:

  • The “MAPPING” section will present the results emerging from the assessment of such disconnection between the EU framework and practical actions triggered at local and regional level;
  • The “TRAINING” section is conceived as a practical and operative toolkit for local policy makers to refine their strategic actions in greater consistency with EU guidelines, international best-practices and case-scenarios so to enhance their understanding of EU priorities and programmes in the domain of AE and LLL;
  • The “GUIDANCE” section mainstreams the actionable strategies and operational key-steps to sustain the replicability of the project beyond its natural life-cycle and the organisations that have formally participated in its development (i.e. a sort of legacy left by partners in the hope that many other EU organisations will capitalise and leverage on their experience to achieve similar initiatives, results and impacts).
